Griffin Moores – Gitner Family Award Winner

Spectators ride their bicycles in circles around a parking lot adjacent to a vacant home that caught fire in Flint, Mich. on Aug. 23, 2012. Flint has a population of about 100,000, down nearly 20 percent since 2000. Foreclosures are high and more than a quarter of the 14,000 residential properties in the city have been abandoned. That has led to another grim statistic: The city has the highest per capita arson rate in the United States.
